GARISSA- The Departmental Committee on Communication, Information and Innovation, chaired by John Kiarie, today conducted an inspection visit in Garissa County, turning the spotlight on connectivity gaps and digital access in underserved communities.
The Committee engaged key industry stakeholders led by Communications Authority and ICT Authority while hearing from residents, piecing together a clear picture of both progress and persistent challenges.
At the Huduma Centre, Members found a facility stretched by demand, serving residents from far-flung areas such as Wajir South and upper parts of Tana River.
Frequent power outages continue to disrupt services, prompting discussions around solar solutions in partnership with the private sector to ensure uninterrupted access.
At the Garissa Library, the Committee welcomed ongoing efforts to expand digital inclusion. A partnership between stakeholders led by Hon. Umulkher Harun has seen the rollout of training on AI and digital accessibility.
Plans to equip the facility with modern computers and strengthen youth and media hubs are already underway, signalling a step forward in bridging the digital divide.
Education institutions painted a more urgent picture. At both Garissa High School and the County High School, students are navigating a digital curriculum with limited tools. With only a handful of computers shared among hundreds and unreliable internet connectivity, school heads appealed for urgent intervention.
Legislators discussed plans to extend internet connectivity to schools. ICT Authority reported plans in collaboration with Kenya Power to ensure connectivity within a month.
The Committee also inspected a Base Transceiver Station used for cellular mobile connectivity in Dalahele aimed at boosting mobile coverage. Residents raised concerns over weak or absent networks.
“There must be the options for infrastructure sharing among service providers in order to ensure Kenyans are served within efficiently across board,” Hon. Flowrence Jematia stated during deliberations with Communications Authority.
The Committee reaffirmed its commitment to working with stakeholders to close connectivity gaps, strengthen public infrastructure and ensure every Kenyan regardless of location can access essential digital services.
