In a significant and meticulously orchestrated gathering this past weekend, Health Cabinet Secretary Adan Barre Duale presented a comprehensive political blueprint for Northern Kenya to a convocation of the Abudwaaq community in Nunow Village, Garissa County.

While framed as a community religious event, the assembly served as a strategic platform for CS Duale to articulate a forward- looking vision aimed at consolidating his regional base and demonstrating seasoned political stewardship within the framework of President William Ruto’s national administration.

Drawing upon a distinguished career spanning pivotal epochs in Kenya’s recent political history—from the formation of the ODM party in 2007, through successive tenures in Parliament, and service under the administrations of Presidents Mwai Kibaki, Uhuru Kenyatta, and now William Ruto—Duale’s roadmap is deeply rooted in extensive experience. This narrative of political acumen is chronicled in his memoir, For the Records.

In his address, Duale implicitly positioned himself as an astute observer of effective strategy, a sentiment he illustrated by invoking Chinua Achebe’s Things Fall Apart: “When the mother cow is chewing grass, its young calf watches its mouth.” In this analogy, Duale presents himself as the observant calf, having keenly studied the political methodology of President William Ruto—a leader who has maintained an unbroken electoral record since entering Parliament in 1997.

As CS Duale approaches the milestone of two decades in politics in 2027, his blueprint draws a parallel to recent political commemorations, such as “ODM at 20.” He posits that the Northern Frontier electorate is poised to similarly celebrate “Duale at 20” by delivering a cohesive, bloc vote to secure a decisive second term for President Ruto.

Duale categorically stated that following the successful re-election of President Ruto in 2027, he intends to retire from active politics, transitioning to a role as an elder statesman and businessman.

The gathering, conducted primarily in the Somali language, constituted an exclusive assembly of Garissa County’s most influential stakeholders.

The audience represented a cross-section of the region’s leadership: current and former Members of Parliament, a former Governor, a former Principal Secretary, Members of County Assemblies, senior government officials, prominent business leaders, distinguished religious clerics, and representatives of women and youth groups.

This collective presence served as a tangible demonstration of unified support for the direction outlined by Duale.

Central to the address was the explicit articulation of a “Bottom-Up” political model, meticulously calibrated for the 2027 electoral cycle.

As a preeminent political figure in North Eastern Kenya and the first Majority Leader of the National Assembly under the 2010 Constitution, Duale’s vision transcends a mere local agenda. It is positioned as a strategic plan for enhancing regional integration and amplifying the political influence of Northern Kenya within the national arena.

While the full substance of his Somali-language address awaits professional translation for a wider Kenyan audience, its core signaled a definitive moment of strategic alignment and collective ambition for the Abudwaaq community and the broader Northern frontier.

CS Duale’s message was directed at the entirety of the former Northern Frontier Districts now comprising the counties of Garissa, Wajir, Mandera, Marsabit, and Isiolo. He extended the Achebe metaphor to emphasize unity of purpose:

“When we gather together in the moonlit Nunow village ground, it is not because of the moon. Every man or woman can see it in his own constituency or county. We come together because it is good for the larger

Northern Frontier to do so in unison.” This call to action advocates for the replication of a new political blueprint where, regardless of political affiliation, the electorate, serving leaders, aspirants, and former officials can convene under one shade to deliberate on the region’s future.

The launch of CS Duale’s New Political Blueprint under the Nunow moonlight marks a potential new chapter in the political landscape of North Eastern Province (NEP). It is framed as an “Operation Restore Hope” for a region historically grappling with underdevelopment and inadequate service delivery for the Somali community.

Importantly, Duale’s political influence and network extend beyond Kenya’s borders, with his diplomatic and political hallmark recognized across the Horn of Africa, including in Somalia,Ethiopia, and Djibouti.

This regional stature underscores the potential for his domestic political strategy to be informed by and resonate with broader cross-border dynamics.

In essence, the Nunow assembly was less a casual community meeting and more a strategic political launchpad. It served to galvanize local elite consensus, articulate a clear succession of support for the national administration, and outline a model of cohesive bloc voting designed to maximize the region’s political capital.

By coupling a retrospective on his two-decade career with a prospective vision for 2027 and his own political sunset, CS Adan Barre Duale has initiated a carefully calculated process to shape the political trajectory of Northern Kenya for the coming electoral cycle and to cement his legacy as a kingmaker and elder statesman in the region’s political evolution.
