MOGADISHU– The Federal Government of Somalia has reappointed Mahad Mohamed Salad as the Director of the National Intelligence and Security Agency (NISA), following an emergency cabinet meeting chaired by Prime Minister Hamza Abdi Barre. The appointment, proposed by the Ministry of Internal Security, was unanimously approved.
This marks Mahad’s second time leading the country’s top intelligence agency. He previously served as NISA Director from August 2022 until April 2024, during which he oversaw key counterterrorism efforts and led structural reforms within the agency. His return comes as Somalia continues to battle Al-Shabaab insurgents and navigates the post-ATMIS security transition.
Profile of Mahad Salad
Mahad Mohamed Salad is a prominent political figure and close ally of President Hassan Sheikh Mohamud. He has held several senior roles in government, including Minister of State for the Presidency, Deputy Minister of Foreign Affairs, and Member of Parliament.
During his previous term as NISA chief, Mahad focused on strengthening intelligence coordination and cracking down on militant cells in Mogadishu. His tenure also included engagement with regional and international partners in counterterrorism operations.
Transition and Continuity
The cabinet expressed its appreciation to outgoing NISA Director Abdullahi Mohamed Ali, who held the role for just over a year. His term coincided with a delicate security period during Somalia’s transition from ATMIS-supported operations to national-led efforts.
Officials say Mahad’s reappointment is intended to bring continuity and reinforce intelligence-led operations during this critical phase.
What’s at Stake
As Mahad resumes office, several priorities lie ahead:
Rebuilding Institutional Trust: NISA has faced scrutiny over transparency and accountability. Public trust remains a key concern.
Security Coordination: Strengthening collaboration with the Somali National Army, police, and foreign partners will be essential.
Political Optics: The reappointment places another close ally of the president in a strategic post, prompting political analysts to monitor the implications on governance and upcoming electoral preparations.
Mahad Mohamed Salad’s return to NISA leadership comes at a time of high security and political stakes. His experience and political alignment position him to influence both operational and strategic directions within Somalia’s intelligence sector.
As the country moves toward self-reliant security and broader institutional reforms, the performance of NISA under his leadership will be closely watched by national and international observers alike.
