NAIROBI– Health Cabinet Secretary Aden Duale today appeared before the Senate Committee on Delegated Legislation, chaired by Tharaka Nithi Senator Mwenda Gataya, to discuss the proposed regulations for the Digital Health Act at Bunge Towers.

The regulations aim to establish an integrated digital healthcare system while ensuring robust data protection.

The regulations, which are currently at their prepublication stage, comprise two key components—data exchange and health information management procedures.

They will provide a framework for digital health services and the development of a comprehensive, integrated digital health information system.

A key pillar of these regulations is their role in supporting the implementation of Taifa Care by enhancing data-driven decision-making, streamlining patient records, and ensuring seamless interoperability across healthcare facilities.

CS Duale assured the committee that the digital health law would enhance healthcare delivery in Kenya by leveraging advanced technology, supporting the rollout of the Social Health Insurance Fund (SHIF), and cracking down on unqualified practitioners.

He reaffirmed his commitment to serving Kenyans in line with the Government’s transformative agenda and urged Ministry staff to uphold the same dedication.

This session provided an opportunity to brief the committee on the Digital Health Regulations 2025, which are crucial in establishing a secure, efficient, and patient-centered digital health ecosystem. This reinforces the government’s commitment to leveraging technology for Universal Health Coverage (UHC).
