KIAMBU– Health Cabinet Secretary Aden Duale appeared before the National Assembly Committee on Delegated Legislation, chaired by Ainabkoi MP Samuel Chepkonga, to discuss the Digital Health (Data Exchange Component) Regulations 2025 and the Digital Health (Health Information Management Procedures) Regulations 2025, which are currently at the prepublication stage.
The CS explained that the regulations are aimed at establishing a framework for digital health services, which include data exchange and health information management procedures. These procedures were designed to facilitate the registration of patients, tracking of health records, and the streamlining of healthcare processes.
CS Duale mentioned that, once implemented, the regulations would accelerate Kenya’s progress in addressing health priorities through commitments in various development blueprints, notably Vision 2030 and the Bottom-Up Economic Transformation Agenda (BETA), where healthcare is one of the five priority pillars.
He expressed his confidence that these regulations would play a crucial role in combating healthcare fraud schemes and cracking down on unqualified medical practitioners.

Additionally, he pointed out that the regulations were a key component of Kenya’s efforts to achieve Universal Health Coverage (UHC) by leveraging technology to overcome barriers to healthcare access.
Duale was joined in the meeting by Medical Services PS Mr. Harry Kimtai, Acting CEO of the Digital Health Agency (DHA) Mr. Anthony Lenaiyara, the Ministry’s Senior Counsel Ms. Edith Torome, among other Ministry officials.
