Senator Fatuma Dullo (Isiolo) has sought a statement from the Committee on Finance and Budget regarding projects funded by the Equalization Fund in Isiolo County.
Sen. Dullo wants the Committee to provide a comprehensive list of all projects financed by the Equalization Fund in Isiolo County, including their respective budget allocations and implementation timelines.
She also seeks clarification on the criteria used in selecting these projects, outlining key parameters under the selection criteria and confirming whether public participation was conducted in determining priority areas. Additionally, she has requested details on the public participation process.
The lawmaker further requires the Committee to state the current status of each project, indicating the percentage of completion, any delays encountered, specific challenges faced and the mitigation measures undertaken to address these challenges and ensure project continuity.
The Committee, chaired by Sen. Ali Roba (Mandera), will clarify the disbursement schedule for the approved projects in its report. The report will highlight any delays in the release of funds that may have affected the progress of ongoing or planned initiatives, provide reasons for such delays and outline the steps taken to resolve them.

Additionally, the Committee has been asked to outline any upcoming projects planned under the Equalization Fund for Isiolo County, elaborating on the measures in place to ensure the equitable distribution of resources across all deserving areas.
Separately, the Jubilee Party legislator has sought answers from the Committee on Roads, Transportation, and Housing regarding the delay in completing the construction of Ngarendare Bridge in Isiolo County.
Sen. Dullo wants the Committee to provide an update on the completion status of the Ngarendare Bridge project, the expected timeline for completion and the reasons for any delays. She has also asked the Committee to specify whether the contractor has adhered to the agreed-upon project timelines and whether any penalties have been imposed for non-compliance.
The Committee, led by Sen. Eddy Oketch (Migori) has been asked to state the total budget allocation for the project, the amount disbursed so far and any outstanding payments that may be contributing to delays. Furthermore, the Committee must outline measures being implemented by the responsible agencies to ensure the project’s timely completion.
In another request, Sen. Dullo, who also serves as the Chairperson of the Senate Security Committee wants the Committee on Finance and Budget to issue a statement regarding alleged financial mismanagement in the implementation of the 2KM cabro road paving project in Bulapesa Ward, Isiolo County.
In its report, the Committee has been asked to state when the contract for the project was awarded, the contract sum, the percentage of work completed so far and whether public participation was conducted before the project’s implementation.
Sen. Dullo has also requested details on payments made to the contractor to date, outlining measures in place to ensure accountability and transparency in the utilization of public funds, particularly in infrastructure projects in Isiolo County.
In conclusion, the Committee is expected to provide a comprehensive list of infrastructure projects undertaken by the county during the 2023/2024 and 2024/2025 financial years, including allocated budgets and the amounts already utilized.
